I’m writing on behalf of thousands of small business owners across Australia who are the backbone of the communities they serve. Like many others, I’m concerned about the impact the proposed policy changes could have on the future of small business.

At a time when many businesses are already under pressure from rising costs, higher wages, increased fuel prices and broader cost-of-living challenges affecting communities across Australia, these proposed changes are creating further uncertainty for businesses trying to stay viable, invest and plan ahead.

In particular, concerns have been raised around:

● Changes to the Capital Gains Tax discount calculation
● The introduction of a minimum 30 per cent tax on capital gains after 1 July 2027
● The application of a 30 per cent minimum tax rate to trust distributions after 1 July 2028
● Delays to the delivery of the proposed $250 tax offset

For many small businesses, these changes raise concerns about operating on tighter margins, having fewer opportunities to grow and invest, and retaining less of what owners have spent years building when the time comes to sell, retire or pass their business to the next generation.

Unlike large corporations with greater resources and capacity to absorb change, many small businesses rely heavily on stable policy settings, community support and confidence to continue operating and creating local jobs.
